Bound. The report which had been laid before I'm Archibald Leith in February had the following Minute by W. Gardiner Austin :-
"This Report Shows I. That an officer having departmental duties cannot give sufficient time to the study of the language, and that such progress in the language will not be expected unless he can devote the whole of his time to the study of the Chinese language"
When A. Cutil called to see me he regretted the scheme making no progress and he expressed a wish to give it up: subsequently he resigned.
I enclose for Your Lordship's information a copy of his report and of the correspondence relating to his resignation. Though I understand he has done his missionary work well, and is well thought of in the Colony, yet his connection with the local press, and other reasons, render him in my opinion unfit for a Government appointment whether honorary or otherwise.
In fact an amateur Board, no matter how able and zealous the Gentlemen composing it may be, is a poor substitute for the
